yep that will be the wax ring and it will continue to leak until you shore up the flooring so it doesnt move any more. if the toilet moves the ring will leak because its a one time pressed on seal and as soon as the toilet rocks its no longer sealed.

everytime you flush it splashes a few drops of waste water out, then it dries before the next flush

I have been using sani seal toilet seals on my rental properties for years. They can solve some unlevel floor/spacing leaking problems. I like that you can pull a toilet and unclog a drain without needing to buy a new seal.
