Capturing VHS on desktop

Shopping for a new desktop home computer. No gaming but would like to capture, edit and burn and/or publish old family video clips. What are minimum parameters for capturing and editing video?

Any Windows or Mac computer that you can buy today will be able to handle this effortlessly. Of course you will need a VCR, a video grabber device, and lots of time.

VHS resolution is natively 352x240/288 most 486 class machines are over powered for capturing and editing them, so any modern machine and a USB composite capture device will work.
You might be able to upscale the video a bit, but any motion int he frame will be significantly distorted. Some software apps do batter than others.

Editing video on a 486 was a motherfricker. It was fun, but slow. It got so much more fun on the pentium-class boxes. Premier ran great until they did something to bloat the hell out of it.
