IRS can't even hold onto the currently employees they have. They have a horrible reputation for non-retention in the Federal world.
So yeah, they can try and hire 87K employees, but guaranteed it will still be more of the same.
Plus, if they don't allow teleworking, they are going to get even less applicants

I guess this is one case where the inept govt coupled with horrible policies will help the people
