Correct. You can replace it before it falls, or after it falls. Replacing it after it falls means you might have to pay for it. Replacing it before it falls means you DEFINITELY will pay for it.
ETA: There are many storms every year that cause millions in damages that do NOT result in a storm charge. Entergy eats that cost. The only reason there will be a storm charge is because these are multi-billion dollar storms and only the federal government has access to that kind of money.
