I mean, I may just be asking a question where there isn't one and they did mean "personnel," but it just seemed kind of weird.

It’s not weird when you understand the federal civil rights liability that is at stake here. This could cost the town, county, and state a lot of money. So they are saying it’s a “personnel matter” in the hopes no one will call them on it and ask for what should be publicly available personnel records.
