No, the police are not the enemy. Civil Forfeiture and ticketing-as-funding is the enemy. Make these two things illegal and A lot will improve.

I live in one of the towns that make up the northern suburbs of Birmingham. Occasionally I will see a Brookside police SUV. The ones I've seen I guess are technically marked, however the SUV is a dark gray and the lettering that marks the car is nearly the same dark gray, thus it blends in and can really only be seen if you're up close and/or the light hits the lettering a certain way.
There is absolutely no reason Brookside Police should be writing the number of tickets they do or bringing in the revenue that they do.

Another important point to this story: Brookside really isn't allowed to write speeding tickets for speeders on I-22 under Alabama law, as only police in cities with 19,000 or more residents can do so. I'm not sure if they have done so, but it wouldn't surprise me if they've tried because most people don't know that law. They can write other traffic citations on I-22, though.
So if you're ever in Alabama and get a ticket for speeding on an interstate from a city police officer, I recommend checking to see what the population of their city is.

That's the thing, though. They use "speeding" or other tickytack BS as their probable cause and naive citizens allow them to search their vehicles.
I think it was this article, but it could have been another, that said they were arresting people for possession of a joint and giving them a charge for possession of marijuana and a paraphernalia charge on top of that for the rolling paper it was rolled up in lol. Even charging one guy for a jar that "once possibly contained marijuana" and tray that "may have been used for rolling joints". That's just fricked up.
I get it, reefer is illegal in AL, but that's just ridiculous. Even the sheriff said he's never seen things charged the way they do things there.

They can when the state troopers contract them. Hoover PD regularly patrols I-22 and also I-20 west of Leeds. I've also seen Graysville and Adamsville on I-22, but at least they have jurisdiction there, Hoover sure as hell doesnt.

They are, like you said, contracted by the State to be there. Brookside does NOT have jurisdiction on the Interstates, but they will 100% find a loophole to get people never the less.

So unfortunately I live close enough to Brookside that my online taxes actually go to this mafia because of the "2 mile buffer rule" - talk about being furious that a part of my taxes have funded this racked, luckily I never go into Brookside, and now I know to steer clear of it forever.

Checking Google Maps shows that Brookside doesn't have a major highway going through it. Kind of makes you wonder how they pull it off.

I feel like it's not an unreasonable expectation to make the people that are allowed to ticket, detain, arrest, and kill you to wear clearly identifiable uniforms and have badging and lighting on their vehicles that clearly identifies them as law enforcement, and not just somebody that bought a black Tahoe and put some cool flashy led's on it.

Police have an incredible amount of leeway in their jobs. It just looks good on their record when they sieze your vehicle because you were carrying a couple thousand dollars in cash over state lines.

“Personnel matters” regarding public officials are a matter of public knowledge and open inquiry according to Alabama state law.
