Clemson was supposed to practice at Tulane's Yulman Stadium on Saturday but had to move practice inside to a ballroom at the Hilton Hotel due to bad weather in the area.

Dabo stated quite clearly on tv that Clemson had the option of practicing in the Saints indoor facility but because he did not want to change their schedule of practice, he preferred to practice in the ballroom. He added that it was a good practice as they did not intend to run anyway but just a jogging run through, which was fine in the hotel. No whining at all-- and he told the media that there was nothing to complain about.

They sound like cheerleaders. The kind A&M cheerleaders THINK they sound like.

70 degrees and sunshine... absolutely no reason to do that shite except to make up more excuses (controversy) for their impending doom. Dabo knows what’s up. Clempson is going to get tired of the beating they are about to endure so let’s get started making up the excuses. You had a good run Clempson but there’s a new sheriff in town!!

So who makes the call on where they practice? NCAA or the team itself?

Likely, but the OP wants to know when forced to move in who makes the call of where they go. Shakes head.
