I see two possible outcomes of this fire:
1) program is consumed by it with ensuing aftermath - to recruits, staffing, etc., and even unintended consequences.
2) fire extinguished with new hire.
Problem, however, is that waiting too long to take option #2 exacerbates the effects of option #...
