It may be mil-spec in that it fits standard components (barrel, barrel nut, buffer tube, BCG, charging handle, mil-spec lower, etc), but it's clearly not a standard upper....

Haven't used a Noveske upper for an AR build, but just looking at the pictures there are some definite differences between your upper and a standard, flat-top M4 upper. If you have a mil-spec upper handy I'd make some comparison measurements between the two to make sure the area above the mag well ...
