Those 20 year olds have not peaked and are drafted as "prospects" based on what they could be - not what they are right now. Scouts have to project where they will be in 2-4 years physically and mentally. Hooker is already there. It's the exact reason 18 and 19 year olds get drafted high in the NBA ...
