I have worked it out. There are two boxes because the space was divided into 2 and then became one. That's why there are two boxes. 400 amps are for an infrared sauna workout studio. Thanks for your help...

I have a space in a new construction strip mall with a 200 amp service with two boxes. I need 400 amps for the business. Do you know what's involved and what's the cost to solve this dilemma? Concrete has not been poured inside. Thanks!...
