how can it be done without incurring any fees? or is that too much to ask for?

Not sure what to expect while I'm there as I'm so used to looking up places and mapping them out.

I didn't have an S4, but I have been able to use GPS in other countries without using data. Some apps allow you to download maps, so grab maps of the countries you plan to visit and you can get directions.

Nokia HERE Maps allows you to download maps of entire countries. That would be the way I'd go

Download maps from tripadvisor before you go.

bought an international sim from Orange in Paris my first day there, and it worked like a charm there, Barcelona and Rome. It came with 1GB of 3G data, 1000 texts, and 200 mins of airtime.

really convenient, and glad I went that route as I had no issues with data, gps or anything like that. I did have to monitor my data usage since spreading 1GB out over 10 days can be a pain, but I ended up only using about 950MB. I got on wifi wherever available to make sure I wasn't needlessly using mobile data.

Cost me 40 Euro, and was worth every penny.
