Suggestions For Issue Tracking, How-Tos, Documentation

I am looking for suggestions for web services that provide the ability to record coding issues, solutions, how to do a certain implementation, etc... similar to a Wiki site. Any recommendations for these capabilities? This is something a team would collaborate together through, as well as save us from reinventing the wheel every time we come across a coding issue that was already solved.

I am not looking specifically for ticket tracking such as a service like JIRA. But more so along the lines of a wiki or blog format.
