Suggest a new graphics card

I have an older computer. The motherboard is MA785GMT-UD2H Motherboard, it currently has Nvidia Geforce GTS250 graphics card, and AMD Athlon II X2 245 Processor. It has 4 gb of ram. My BIL and son play World of Warcraft and Skyrim on it without problems. It does tend to lag at first they say, but then no problems.
Also, it has Windows 8 right now, so should I upgrade to Windows 10?

Your CPU is probably the bottleneck here. I would recommend no stronger than a 750 Ti.

Mine is currently PCI E 2.0. Can I put the 750 ti which is 3.0 into my computer?

As long as a full-length slot, should work fine (ETA - with the limitations being the 2.0 bus, not the card - the card is backwards compatible to the slot).

Yeah it'll be fine, and the 2.0 bus is not a problem at all. 16 lanes is enough. 4 lanes would be enough.

Ok, thanks. I see the 750 on newegg for just over $100. I will get that and switch them out.
