If I had to guess someone just created that park and kept submitting it over and over again in different places until they found a mod who didn't check/understand the shape of the park. If someone submitted that in google map maker and got a lot of friends or fake accounts to verify the submission, then it would be very likely that a mod might accept the submission without much scrutiny.
