Looking for a streaming device for my mom who is quite honestly probably going to use it for Netflix 95% of the time.
I have a PS4 so I'm pretty unfamiliar with everything that's out there.
I have friends that love their Roku but didn't know if there was a better option for someone basically just looking to watch Netflix and maybe cat videos on YouTube.
TIA

ROKU
If you think that she will ever watch DVDs, though, get a Sony 5 series bluray player.

For her, a Roku 2 or 2xs may be the best option. Their hardware is still up to snuff for basic Netflix streaming up to 1080p (the Internet connection is going to be the bottleneck). Search for used and Refurb'd models in the $50-60 range. You can put this to the test against the Amazon firetv stick. The set top boxes win in terms of processing power and ability to add external storage (for pictures, music, videos), and ethernet capabilities. The stick may have a better OS- this is an opinion.
Now, if $90-100 isn't out of the question or significant to you/her, the Roku 3 and Amazon Firetv are better devices. I'm really digging my firetv stick from the OS standpoint, and I'm a huge Roku fan. My best recommendation would be to literally watch a YouTube video about the two devices and their operating systems to device which you prefer. They're both good, but distinctly different, and I could see you easily developing a preference/deciding which would be better for her. Roku is simpler in its interface. Amazon is a little flashier, but maintains being well organized. The Amazon box carries a little bias to Amazon streaming services. Roku stays pretty neutral.
If just doing Netflix, knowing nothing else and giving my one word response: Roku. Either 2 or 3, but the 2xs may also be had for fairly cheap (2 and 3 are the same generation (and we're just refreshed so I don't actually know how to differentiate the new 2 and 3 vs the (1.5) year old ones. 2xs is the last generation. Their model numbering is terrible, but their devices are great.)
