Recoverivg deleted video off PC

Emptied recycle bin with video in it I wanted to save.
Any good computer forensic types care to help?
Would this entail downloading a file recovery tool? I tried the advanced search options with the 'date modified' box checked but no luck.

Can you restore your computer to what it was maybe a week or so ago? I am not entirely sure if this is possible, but I feel like I have done something similar in the past.

I would recommend this as well. Aside from spending the money to have a data recovery company try; I have had the most success with this program.
