you kind of answered your own question but yes you can pre order your iPhone x when they become available and when you go to checkout it'll let you choose between 3 options: buy phone in full, buy phone with 2 year agreements, or att next plan. click att next plan and you're done.

Yes, but you'll need to be ready to preorder that thing at 2am the morning of if you want to get it before second quarter of next year
