When we lose power, we shut down the network before the UPS run out and then bring it back up after the power is restored.

Without use of the office network, what can I setup that will allow me to monitor from my phone or IPad if the power has been restored to the office?

Calling a phone or fax won't work because they work through the network and will not respond even if power is restored until the network is back up.

cisco ? Aren't they designed to be just fine when losing power ...it will automatically boot back up when restored.... why shut down ?

to answer your question, are there any different network wifi signals in the area ?

You could get this GSM enabled power monitor/switch:

There are other ways I can think of doing this, but none that don't involve a gsm enabled device (i.e. mobile phone)

Remote Desktop

I know Microsoft has an Android app and a Windows app but not sure about iPad apps.

I use the Android app and as long as my computer is on I can log into it from anywhere with my tablet. If the network is down you won't be able to log into it though.

You could log into the work PC and see if it is running on the UPS or not maybe?

Is loss of power the only reason it usually goes down? It wouldn't be definitive, but failing to log in would seem to indicate possible power problems. Not sure who your power company is, but I know Entergy has a pretty decent outage map which you could check if you can't connect remotely.

Do you have a monitored alarm system? If so, is it monitored over cell service or traditional land line? If so, you might be able to set it up to send an alert when power is lost and another when it is restored. Depending on the alarm and the monitoring company, you may be able to set it up yourself, or you may need them to do it.

Find an answering machine. Hook it up. When you call the office, if it picks up, you have power. If not, you don't.

OP stated phone was VOIP, so nothing connected to the network would work.

This, actually makes the most sense...I guarantee there is an analog line somewhere
