Desktop for light HD Video Editing

Im getting into videoing my fishing trips and editing the videos to make a quick 4 minute clip. My laptop is pretty old and slow and really struggles with 1080P Hd video. I'm filming with a GoPro and DJI Phantom 3.
This PC will only be used once a month, so im not looking to break the bank.
I found some pretty cheap Refurbished desktops for around $160 and a 24" screen for $130. Please advise if the PC i picked out will do the job.
Refurbished: HP Compaq 8000 Elite, 3.0Ghz, 8GB DDR3, 250GB SATA Hard Drive, DVD, Keyboard & Mouse, Windows 7 Home x64
Operating System: Windows 7 Home Premium / CPU Type: Core 2 Duo / GPU/VGA Type: Intel GMA 4500 / Memory Capacity: 8GB DDR3 / HDD: 250GB

What's the specs of your current laptop?
I ask because the PC you linked, while not a bad deal for the price, has a 7-year-old CPU. The CPU plays a primary role in video editing performance. It'll handle 1080P playback just fine, but you may be frustrated with render times, depending on the software you're using. All in all, for an occasional use, basic editing PC, at that price, it's probably fine.

The WXW notebook is based on the Santa Rosa platform with a T7300, 1GB of RAM (you can upgrade to 4GB) and a GeForce 8700M GT GPU with 256MB of dedicated memory. That will certainly be enough to power your way through most games. This is all displayed on a nice 17.1-inch screen capable of 1680 x 1050 and topped off with a nice red outer finish.
