Chrome downloading itself?

Disclaimer-Not an IT guy.
We operate our facilities via thin clients making remote desktop connections back to one of 8 servers at our main location. Disk space sometimes becomes an issue and users downloading google chrome creates a problem. Some of these users have been instructed multiple times to not download chrome, but it keeps happening. This is happening with folks who tend to be rule followers and we wouldn't expect them to continue downloading it, especially when the problem that it causes affects them more than anyone.
Question is...is there a likely way that they might be downloading chrome without knowing it..? Would it download itself if it was set as the default program? Trying to save my IT pal a bit of headache...

Chrome is a so-called "evergreen browser". It does update itself. I don't think turning this feature off is technically supported by Google. It can be done, but it may require jumping through some hoops.
According to that link, Chromium doesn't auto-update, so maybe try switching to that?
Honestly, though, you should keep your browser up to date, so I would probably work on a solution for that problem. An environment where browser updates are problematic doesn't sound ideal to me.

LOL....if you only knew the half of it.
But seriously, thank you for the direction. Our problem is more that they are downloading the browser in general. IT guy logs on to the admin terminal and deletes chrome altogether, only to find that it is downloaded again 2 weeks later by the same person. Just looking for an reason that isn't "they just keep downloading even though they've been asked not to"

If those are Windows virtuals, simply removing users from the local admin group will prevent software installation.
Otherwise, group policy objects can be deployed to disallow installation of any software. Microsoft Technet Article - GPO To Prohibit Software Installation. GPOs can control almost anything on a Windows machine, btw.

Should have security controls in place to prohibit end users downloading executables
