Anybody know what Jarsigner is?

trying to do some work arounds to install a watch face on my smartwatch
got to these instructions and am stuck because i dont know what this is.
I installed the Java Runtime & Java DevKit but don't know where to go from here.

Delete the registery key then reinstall the sys file then you put the new watch face in a sub directory folder linked to the motherboard. Let me know if you have any problems.
