You are comparing a specific city to an entire country.
Capetown itself has 60.7 murders per 100,000 population, a little higher than NOLA's 57.6.
ETA: And I doubt anyone is suggesting that NOLA is some bastion of high education. Who would want a phone made in the slums of New Orleans?
