Why is Martinique allowed their own team? Association vs. Federation

Martinique is technically still apart of France, yet they were allowed to participate in the Gold Cup. I think the main thing is Cups allow federation teams (every other country) and associations (such as Martinique). My question is what's stopping I don't know Louisiana from being an association and having it's own separate team from say the USMNT?

I know super hypothetical. Still interesting. Thanks.

France keeps control for when a good player comes around... then they actually care. The sun never sets on French player holdings

that would be badass. We'd have to be better than teams like Turks and Caicos and the Virgin Islands, right?
