It's a power play just like every other decision they make. Nothing to do with merit or fairness, everything to do with them reminding everyone else in the country that they're still there. It's like the kid at school who stops up the toilets because he thinks everyone will be talking about him. In reality everyone is just pissed off that they now have to take a shite in two inches of standing water.
