Blatantly? Name them. There's a difference between front office incompetence and doing nothing on purpose.

Id say New England for the most part, other than that year they made the final out of no where.

Total Soccer Show had Dennis Crowley, the owner of Kingston Stockade on today. I thought he did a really good job of explaining why he took this step and what he hopes to accomplish.

Feel that RSL, DCU, SJ, Philly, and NE are more than happy at being pretty terrible recently with no real effort to improve. Their biggest signings are either rejects or budget buys. Minnesota should probably be in here, but it's their first year in MLS, so I don't know if you can be too harsh on them.
Houston fit this mold last year, but with their new owner, they've finally gotten a little aggressive (even if it's a product of luck rather than commitment to success). Chicago until this year (where they finally decided to spend some money) was just horrific for several years.

This can definitely be very blurred. Teams are able to be bad for a few years, spend little to nothing until they get enough pressure from fans and media to actually spend some money. Sure, there are cases where they try but things just go wrong for a while (like Colorado this year). I don't think that's the norm.
I guess I shouldn't that critical when every league has teams that are happy to stay in the bottom part of the table every year.

The MLS is garbage. With the exception of a handful of players, their product is no better than the NPSL or USL. It is why the core of our International squad is comprised of European based players or those that once played in Europe. Promotion and relegation may be the only thing to give the league a shred of credibility.

Your last point is brilliant. Honestly, it shuts the door on anyone saying the quality is poor. If the quality is poor, why bring in teams with no budget, tiny facilities, etc?
For every Cincinnati, there are gen lower level sides with minimal support. How in the world would a team be supported when a city like Shreveport got promoted?

We had 2400 in attendance at the home finale this year. Impressive for NPSL in my opinion.
