It's worth it if you are into managing a team from top to bottom and don't care about actually controlling them.

I last played FM 12 I think. I spent a lot of hours in that game, tinkering until I got a system that sent me on some insane winning streak, at which point I lost interest. Is the game better now?

This year's was the first i ever got into so i can't really compare.
I will say that I have never gone a season undefeated and through 2038 I have only won the UCL like six times.
I typically do win the league, but the AI is smart enough to stop one tactic if you use it over and over. I am always tinkering and if I use one for more than 3-4 matches I'll either lose or draw eventually.
There are people who have gone a full season undefeated though, it's just really hard.

Don't know about 17, I have 16 and love it. You control pretty much everything except the actual game play. Tactics, man management, transfers, budget, development, etc. In actual games, you can watch the entire game and tweak formations/tactics or just have it go through highlights where you can pause and change things, etc.
It is a lot of fun - as others have said, I do tend to win the league a lot (in my Liverpool save). But I almost got fired my first year and the news articles continually remind me about that every time I do something good. Champions League has been won a few times, and sometimes I get upset early on in the knockouts (I don't close down and reload/restart if a game starts bad). I've even lost to a sky bet league 2 team in the FA cup once which really ticked me off.
In my Lincoln save, I'm in year 2 and trying to settle into league 2 after getting promoted my first year. Small budgets and terrible youth facilities/recruiting is a much different animal I'm finding.

It's on Steam for like 20. I got FM 12 right after LSU lost the NC and was so depressed for a month I just played that game all the time.
