College players are always going to boost your roster. Rafters didn't have their college players but they used their local players that were on their 2016 NPSL roster and are currently on their 2017 NPSL roster.
I think for the new teams, LA Fire and Biloxi City, they're still trying to build the core of their roster. Motagua has a core and always has the better players in New Orleans looking to get on with their team. Pool Boys uses a lot of local guys but also use a fair amount of LSUA guys. Cajun SC has a good core but are getting older. Sucks that Rafters snatched up three of their better players for the summer. BOCA FC uses mostly local guys and players from east Texas.
The summer season should pick up the level of play a but with the college kids coming home.
To answer your question. No, I don't think these teams are at full strength.

My son plays U11 on the coast and they play Fire and Motagua teams. Cool they develop them that far up. We start our spring season next weekend in NOLA, should be fun.

I guess the question I have is can the Jesters schedule a team or two from the GCPL? A Louisiana based tournament including the Rafters, Jesters, and GCPL squads would be awesome. Also, I am surprised there is Northshore based team.

Eh....I guess Jesters unwillingness to play Motagua and the Fire in friendlies is just the tip of the iceburg.

Nortshore United joins GCPL

AFC Mobile breaks GCPL attendance record, falls to Texans 2-1
"A record breaking crowd of 807 was on hand in Mobile, Alabama at the Archbishop Lipscomb Athletic Complex to see AFC Mobile fall in its inaugural match by a score of 2-1 to the Gulf Coast Texans of Pensacola, Florida.
The Texans opened the scoring early when Dillon Gallet raced down the left-hand side of the pitch and sent a shot soaring inside the far post from a tight angle. The Texans continued to control possession until the 32nd minute, when Moses Muhubao netted AFC Mobile’s first ever goal after receiving a beautiful ball over the Texans’ back line, smashing it past Texans goalkeeper Rudy Seelmann."

The Gulf Coast Premier League looks to further claim its status as the premier league of the gulf coast by setting its ambitions to include Texas clubs in to the fold. Currently the GCPL serves 11 clubs that range from west Louisiana to the Florida panhandle. “We have clubs in 4 out of the 5 gulf states,” said league VP, Jonathan Rednour. “It only makes sense to try and get clubs from Texas involved at some point and truly become a league that caters to all clubs in the gulf coast.”

I know they were playing NPSL this summer and this is a GCPL thread but the Rafters had 2400 in attendance last night for their final home game of the season. It sure would be nice to pull half of that for each game.
