Is there really any question Bayern has been the best team in Europe over the past 2 yrs and that the Chelsea win was a fluke?

Well...they didn't win a single trophy last season (lost by 8 points in the Bundesliga to repeat champions Dortmund, lost 5-2 in the DFB-Pokal Final and, of course, lost in penalties to Chelsea in the UCL Final).
They are no doubt #1 right now and have a chance to stay that way for the next few years. But I'm not sure who was the best team in Europe last year...
ETA: I mean, coming in second in all of those competitions was admirable, even if they lost. You're probably right on this one, AC.
