If teams tried to go against it, I imagine it would significantly hurt their ability to attract players from abroad. I would have to get a pretty nice contract on the front end to make up for a lack of freedom to move at the end of my deal

In theory. In practice we both know what's going to happen. The infrastructure for the right sort of development is only in place at a handful of clubs. That infrastructure won't be developed at most clubs.

Maybe I'm jaded but I just can't see England becoming some bastion of talented youth football culture now. I fear we see more "workhorse" players further degrading the native game. Not to mention managers like Klopp/Tuchel/de Boer known for their youth development, avoiding the country because of the difficulty of getting a permit for a talented continental youth player.

Because London is full of people not born in the UK.

Everywhere you go is Muslim or polish it seems.

The locals more and more are moving outside of London.
