They are basically owned by the Qatari royal family much like City is state sponsored by UAE.
Difference City didn't go way over board with their sponsors like PSG did. FFP does not recognize all that commercial revenue as valid. So yes they do make it but its not seen as legit money.

if u take out those phony sponsorships from these sheikhs families, those numbers for PSG and MAn city would look really dreary.

also, arsenal are far and away the most expensive season ticket, so its no wonder they are top of match day revenue. their lowest season ticket is more expensive that city's highest. [i totally acknowledge the fact that there are tons of empty seats at city games, which is even more sad considering the cost of a ticket]

It cracks me up how the Soccer board turns in to some moral playground when teams owned by middle eastern sheikhs use financial loopholes for sponsorships and what not to funnel in revenue.
