But to answer your question I do not think the advances in chemotherapy and/or radiation are more effacacious than a double mastectomy, but I have no data to back that...

Risks = infection, scarring, aesthetically unpleasing breasts, anesthesia risks
Benefits = lowering risk of developing breast cancer
It should be up to the women to decide what is more important to them.
