If it's a truss it's not a 2x4.
I'm old, but I'm not blind. I've seen 'em. I've got 'em (I own 27 houses). Unless you have what called an "Attic Truss" (which has a 2x6 bottom chord) for roof trussing, roof truss attics shouldn't be used for storage since most have a 2x4 bottom chord.

Do the "paper cup soil test" (in this link called a "coffee cup" soil test).
Let the result of this test guide you. If you don't get large cracks in the sample, then do the pavers.

What area of Houston are you in? Most of Houston has clay with a shrink/swell potential of 10 on a scale of 1-10. (Asa, Pledger, and other similar clays).
In most parts of Houston, I don't care if you put a foot of sand under your pavers, it's going to heave, make cracks for weeds, shift, and lo...

So scrape off the insulation above the joist and leave everything in between them? Then tack down the plywood.
Yep. But I really like what Mac & Quiet offered up.

If those joists are 2x4, then you shouldn't add any weight up there to begin with as it sounds like you have pre-built trusses. Pre-built trusses are not designed to hold any additional load.
Now if those joists are larger than 2x4, then you're probably ok w...
