That's going to be some type of blight if the rest of the plant is dark green and the bottom is turning yellow. Treat with daconil or mancozeb If the whole plant is light green and the bottom leaves are yellow, that'll be a nutrient deficiency. That'll take a fertilizer like triple 8 or 8-24-2...

Peas can go march-august and Green Beans from feb-may. They can handle the heat and environment (excluding deer) better than most garden crops. Tomatoes on the other hand, not so much. Once it gets hot, that pollen gets sticky and it's pretty much over. ...

They stay smaller than the Kentucky wonder beans and hollow out quick as well. I'd pick them when they are 3-4 inches long and the diameter a little larger than a pencil. They produce way better than my pole beans have but wear your back out picking. ...
