Neither school gives a shite about football (from administrators down to students). Elements of Cal especially have been openly antagonistic towards it's revenue sports programs. We rank "low" because we actually make kids go to high school. Most of Europe funnels academic low achievers into vocational tracks instead of high schools (not a bad idea, btw), and in a lot of other countries the poor or academic low achievers end up working in factories or fields at 14.
