Are you trying to turn the burner way down when it gets black? You are probably too low, and the burner isn't designed for this. The fuel/air mixture is off.

I've tried many leader materials, and Seaguar Fluoro leader material is the best (but pricey). If you don't catch many fish before tying a new leader, many brands will work. It sounds like a larger tank won't fix the issue. Think of it like this... Flow is a function of pressure (actually square root, but that's another level). I your pump turns on at 40 psi, you could have a 500 gallon tank; you still only have 40 psi.

Why is your pump not turning on until the tank is empty? The pump should be on a pressure switch. For example, it can turn on at 40 psi and turn off at 60 psi. If this cycle can't complete while you have a faucet or shower valve open, you have a pump problem. The pump should be able to put out more ...
