He's a retread because Mike Garrett was trying to save his own ass, not because he didn't win.
They've tried to get Dixon multiple times and it's just not going to happen, especially as long as Howland is at UCLA. The only other guy that would be better than Floyd is Alford.

Looking at the case quickly, it's actually an Alien Torts Claim case, so nothing criminal involved. Basically the ATS says you can sue in US courts for breaches that violated serious international law principles....
