Is the solution for lending organizations to adjust lending amounts and rates based on probability of student success, quality of institution and eventually the major they seek?

The amount of money being thrown out is ludicrous to me. I am required to valet in Dallas at many restaurants whether I want to or not. I would happily park myself if given the choice. I typically give $2 when I get my car back...paying $5 on the dropoff and $5 on the pickup is nuts to me. :confused...
