When my dad was a kid his alarm clock on Saturdays was a lawn mower. My grandpa would ask my dad once to go start cutting the grass. If he didnt, my grandpa would start the mower and park it, running, outside my dad's window....

There are many reasons for "unnecessary" tests including profit motive and patient concerns. The threat of litigation certainly plays a part as well, but it cannot be said to be the sole cause, and its questionable whether its even the primary cause.
In case anyone is wondering about these limit...

I'll tell you exactly why it looks like he pulls up: he turns his head and starts looking at the defenders around the 30 yd line. Any runner will slow when doing that. Also, his stride looks obviously tired around the 15yd line.
