As of now la recognizes their state waters to be 9 nautical miles. That I the same amount given to both Texas and Florida. Prior to last year la only recognized state waters to 3 nautical miles.
The Feds however only recognize la state waters out to 3 nautical miles. So there are 6 nautical miles...

If you fish in monroe (mecca) and only around there, all you need is a fresh license
If you fish in NOLA and surrounding areas, you will need a fresh and salt license
If you only tuna fish out of venice, you still need a fresh and salt license.

The freshwater license is only required if you fish above the freshwater/saltwater division line. If you fish within both areas then you are required to purchase both a fresh/salt license.

The oil field canals that were dredged out to create access for pipelines and pumps were direct inlets for saltwater into freshwater areas, as well as new areas to start to erode away. As far as redfish, it'll be the same as snapper. Legal out to 9 naut miles in the eyes of state agents, but if the Feds stop ya, then you could be in trouble...
