This is how it works:
In criminal investigations, in which the employee can be charged with a crime the employee has the right to council and the right to not answer questions.
In Administrative investigations, the employee does not have the right to not answer questions and refusing to answer...

The conspiracy angle is bull shite.
The US Code is intended for the prosecution of government officials who disseminate classified info.
It is the government official's responsibility to guard classified info, not the public's.

Democrat Senators were sending letters to the IRS complaining about Conservative non-profits and also the POTUS characterizing them as traitors could have put pressure on IRS to target these groups.

The fact that as soon as he noticed the gun he went to the office and called his mother to come get the gun shows that there was no criminal intent to commit a crime.
