Pasteurized milk has been heated up so that it kills the bacteria - good and bad bacteria.

I concur, DeltaDoc. I've often heard that the whole system self-regulates and that the pendulum swings in one direction and then will swing back in the other. The only thing that I can think of that provokes the swinging back of the pendulum is the full scale collapse that you mention.
