WTF: Trump's margin in PA fell from 70k to 46k just now

Philadelphia counted provisional ballots and trump's margin fell. BS.
Pennsylvania Statewide Count now complete...with Philadelphia completing their Provisional Ballot Count.
Trump 2,961,875
Clinton 2,915,440
Clinton lost PA by 46,435 Votes.

It's basically a ballot given to someone that can't prove they are who they say they are.

Yeah, kind of like how football games aren't decided by who gains the most yards but by who scores the most points.
You get points by gaining yardage, but in the end they only count the points.

My understanding of it is they only get counted if its a very close race without them. In other words, if there is a clear winner from proven voters, then they aren't supposed to count the provisional ballots.
