Wind blows Marine's cover (cap) off while waiting by Marine One

I'm sure many of you have seen this by now. LINK
Trump walks up to one of the Marines standing guard outside of Marine One. The soldier's cover (white cap) has been blown off and is on on the ground. Instead of saluting, Trump goes and picks it up and puts it back on the Marine's head. As soon as Trump moves his hands the cover blows off again. Trump continues on (not saluting) and gets on the helicopter.
At first, I took it as just a light-hearted moment. However, I've just come across a statement that the Navy and Marines have a tradition of not saluting a soldier that is uncovered. If true, I'm surprised that Trump knew this.
Can anyone confirm this?

Saluting is just a greeting. When you are inside you don't salute and you don't wear cover. There are designated no hat no salute zones. However when you are awarded or coined indoors you salute. Also if ever a senior ranking officer salutes you, it is a good idea to return salute. Trump is the Commander of the Armed forces. He is the highest in command. He can change policy or do whatever he wants. He is the President.

He attended a military academy as a child. I'm sure he knows basic customs.

After seeing the video again, he points to the cap on the ground and is asking the officer escorting him something. Maybe the officer explained it.

There is no indication that he he knew that. The Navy Department policy for saluting, as the Army and I guess the Air Force, salute uncovered and even sitting down, which seems weird, is to adopt the practice of the Service's facility or base where you find yourself.
And there are no soldiers in the Navy or Marines.

Saw it live and thought it was very cool that the President picked up the soldier's hat! Tried to put it back on his head! We love our President don't we?

The Army as I understand does salute inside and uncovered.
And in USN/USMC you will be covered if on duty or under arms.

There are no soldiers in the Department of the Navy.
For more information on the organization of the Department of Defense, look it up yourself.

You are even wrong about that.
