Why did the NYT hire Glenn Thrush?

Considering after Trump's inauguration they touted their new tagline "The truth is more important now than ever" (which, unrelated, begs the question as to whether they previously thought the truth didn't matter as much). Who signed off on taking a "journalist", nee a self-professed "hack", that worked covertly with a candidate's campaign to provide positive coverage, and assign said "journalist" as your White House correspondent for said campaign's victorious opponent?
