When a governor or president provides amnesty, do you have to name

the recipients, or can they legally just say everyone who has done blah blah blah is forgiven?

I think the power to pardon would only apply to individuals.
The president can pardon Joe Smith for a particular named crime (or set of crimes) that he has committed. I don't think he can just say everyone who committed xxx is pardoned.
The power to pardon does not include the power to forgive future crimes (and promising such a thing would be criminal). Nor does it include the power to forgive debt. So the president could issue a pardon for criminal tax evasion, but you still owe the money.
Likewise, the president could pardon someone for entering the country illegally, but not grant them citizenship or the right to continue staying in the country (it would still be illegal).

It can apply to groups not just individuals that is how Carter pardoned Vietnam draft dodgers.
