The black caucus refusing to meet with him is legit like the scene from House of Cards when they are completely unreceptive and hostile to Conway, the Republican candidate.

Not a damned thing! 'courting' = pandering. It is way past time to end pandering and identity politics. Like Ben Carson said during his confirmation hearings, they're people. They have the same rights as all other people. And nothing extra.

It's really this simple. If he pushed for legalization of marijuana along with some sort of inner city jobs program, he might be able to start chipping away at the black vote. He actually got 8% the first time around, which is quite a lot for a republican.

I agree. Something along these lines.
Money talks, as they like to say. Give people a stable source of income (jobs), and they will like you.
The difficult part is fixing our broken welfare system where able-bodied folk get free money for doing jack shite. Even more difficult than that is eradicating the attitude that this broken welfare system has created. Nothing more sad than people who think "the man" is keeping them down, and the only life there is to live is collecting free money each month to indulge in creature comforts.
