People will assume he hates all of these things just he doesn't believe these specific federal agencies are required for each.

For instance, cutting; Legal Service Corporation doesnt mean this country will be without legal services. And cutting U.S. Institute of Peace doesn't mean we will be declaring war.
Yet some will use him cutting the African Development Foundation to rile up the people like he is against the development of the AA community. There are countless agencies that already encompass that.

Some of these agencies seem like overkill.

Because as a politician it looks great to have your name by it.

_____ campaigns on fighting homlessness, creates US Interagency Council on Homelessness. Couple of senators meet a couple times of year to discuss homelessness, no one knows or pays attention to what (if anything) gets done. Just that it exists so they must care about it.
Creator and members use council to fluff resume and for future campaigning.

No reason why all of those agencies can't be privatized and still accomplish what they do now through first amendment rights to lobbying congress.

probably "a drop in the bucket"

but you have to get up to $10B to not be a "drop in the bucket" when you are talking about a $4T budget

Why continue them if they are useless no matter how small they are in the overall scheme of things?

This will serve to expose those not serious about ever addressing the deficit.
