“I am deeply disappointed by this news and the uncertainty it creates at a time when 400,000 Virginians are waiting for access to quality health care, especially those in Southwest Virginia,” Gov. Terry McAuliffe said in a statement.

“This situation is unacceptable, but the bipartisan majority in the Senate and I will continue to work hard to put Virginians first and find compromise on a budget that closes the coverage gap.”

With the current fiscal year set to expire June 30, the Democrat controlled Senate and Republican controlled House of Delegates have been locked in a political stalemate over a new, two-year budget.

But her bid for reappointment to a full, six-year term was put off earlier this year in the General Assembly, in part due to a tradition against awarding bench appointments to family members of sitting legislators.

From what I read this is about getting the upper hand in the politics of Medicaid expansion.

1. Democrat senator resigns returning control of the senate to Republicans.

2. Republican house passes budget without Medicaid expansion.

3. Republican senate passes house passed budget without Medicaid expansion.

4. Now the pressure is on McAuliffe. He has to make the choice to either shut the VA government down in the name of forcing Medicaid expansion or pass the Republican budget to keep the government running.

If the senate was controlled by the Democrats the senate would simply reject the Republican budget and keep it off of McAuliffe's desk until it contained Medicaid expansion. If you're going to initiate "high stakes poker" the governor's office plus the senate versus the house is a much stronger hand than the governor's office versus the house and senate. That's why the VA Democrats are pissed. They have a weak hand to force the GOP to fund Medicaid expansion.

This has national implications because one less state expanding their Medicaid puts more of an onus on the Obama.

Bingo.

It's a win for the hapless Virginia Repubs.

Virginia was a reliable Red state when I moved here in the 90's, but with the growth of NOVA, the populace has voted for Dems for state office, US Senator, and Pres here in the last 3-4 years.

If you love in NOVA, maybe you SHOULD pay attention and get after the idiots around you.

Right. There are 3 senate Republicans that would support Medicaid expansion but they apparently won't get the opportunity to vote on the measure. The house will not pass a budget with Medicaid expansion (and Medicaid expansion will not come out of a GOP controlled senate) and furthermore the same 3 Republicans will vote for a house budget bill.

So once the house and senate pass the budget bill the ball is in McAuliffe's court. Will he shut the VA government down? To be determined but highly unlikely, IMO.
