So he's likely already dead and she halted the execution for a whole 15 minutes. Huge story.

Overall, an inmate on death row that is executed costs more than an inmate in prison for life without parole.

How does taking time to find a vein = tortuous death?

Ask any nurse in the ER how much work it is finding a vein in the druggies who come in. That is quite normal in the medical field.
